Activities to be carried out:

Assess the appropriateness of locally-managed conditional cash transfer programmes as ways of contributing towards poverty reduction in Nepal and suggest ways of making them more effective pro-poor instruments.

Assess the main institutional (for conditional cash transfers) at the VDC level, by identifying key capacity building activities that would address any capacity deficiencies.

Develop two or more sound technical options for LGCDP’s approach and strategy to piloting locally administered conditional cash transfers (size of transfers, targeting methods, performance standards, administration, financial management, monitoring and evaluation, capacity building, management arrangements, etc.) for piloting conditional cash transfer programmes at the VDC level.

Sketch out a detailed work plan and budget for the sequencing and implementation of social protection pilot options in a selected number of VDCs.

Meet with central government officials, donors, and local communities in order to discuss social protection issues; as well as make visits to the VDCs for discussing social protection aspects.

Draft a preliminary concept note on findings, options for social protection piloting and recommendations, design a report including a detailed work plan and budget for future activities/options related to VDC-level management of social protection programmes.
