Ayala Consulting Corporation, through the presence of Francisco Ayala, participated in FINACCESS, a project to develop documentation for Improving Financial Access to Maternal and Child Health (MCH) services in Nigeria. Francisco Ayala was part of a team of 5 international consultants in charge of preparing the business case, as a DFID requirement to approve the financing of 40 million pounds for FINACCESS.
The proposed project consisted of a Core Intervention and various Pilot Activities. The Core Intervention ensured that free care and medications are provided at selected health facilities to the intended beneficiaries, who are pregnant women and children under the age of five.
The pilot activities were designed to stimulate demand through:
A transportation incentive, intended to remove geographical barriers.
A cash/in-kind incentive for visiting the health facility, intended to remove financial barriers.
Community outreach activities, which aim to strengthen awareness, overcome cultural barriers, and improve the linkages between supply and demand.
The pilot activities were tested on their own as well as in combination with each other, to identify the most effective approach of stimulating demand. In the end, an extensive impact evaluation was produced, gathering and analyzing information to determine the best way forward.
