Ayala Consulting was contracted by UNICEF in late 2009 to assess the Lesotho Child Grants Program (CGP), which had been implemented since 2007, and to strengthen the design for an expansion under the pilot. The CGP provides unconditional cash transfers to households caring for Orphans and Vulnerable Children (OVC), an issue of great importance to the country giving high rates of HIV.
Ayala Consulting began providing technical assistance to the expansion of the CGP in July 2010. In addition, it used the CGP as a cornerstone from which to assist the Government of Lesotho (GoL) to strengthen, modernize and coordinate other existing government social safety nets (SSNs), in order to contribute to more comprehensive and effective social protection in the country. As part of these activities Ayala Consulting provided operational inputs towards the formulation of a National Social Protection Strategy.
Over the course of the consultancy Ayala Consulting prepared the following:
