On 21 November 2013 at the office of the Ministry of Gender, Children and Social Welfare (MoGCSW) the contract for the Serenic Navigator – the IFMIS to be installed for Mtukula Pakhomo, Malawi’s Social Cash Transfer Program (SCTP) - was signed between the service provider Techno Brain Ltd. and the MoGCSW.
Doing the honors for Techno Brain was Sales Manager for Malawi, Mr.Shaunak Ganguly while the controlling officer in the MoGCSW, Principal Secretary Dr. Mary Shawa signed on behalf of the Ministry. Also on hand was Dr. Esmie Kainja, Acting Director of the Social Support Department at the MoGCSW.
This deal is a milestone in Mtukula Pakhomo as it marks the shift from manually kept accounts to a standardized, real-time, financial management system. The system will integrate the financial management needs of the Program including replenishment and disbursement of funds, tracking budget lines, monitoring use of funds at both the central and district levels, and financial reporting. The increased efficiency is expected to ease the burden on the Program’s accounting functions and decrease operational costs. This improvement in turn would allow for more of the Program’s resources to be used directly toward the delivery of transfers to beneficiary households. Installation work for the Serenic Navigator will start in January 2014 after the Christmas season and is expected to be completed within five months.
